An Oceanside resident for over 20 years and a Planning Commissioner, Emily has fought for transparency and accountability at City Hall and an end to unfair developer influence. She's running to deliver safe neighborhoods, smart growth, and a city working families can afford.

Affordability for Real People
Working families, service workers, teachers, military families, and our young people should be able to afford to stay and build their lives in Oceanside. In order to thrive, we need to support the whole community, not price them out.
Community Care & Safety
Community care means actionable, local practices that ensure people feel safe, supported, and connected. Government should empower Osiders to take care of each other, not get in the way.
Smart Growth & Sustainability
Supporting growth that honors Oceanside's natural resources, infrastructure capacity, climate realities, and community needs. Sustainability means long-term planning over short-term profit. The city we build today will be the legacy we leave to future generations.
Transparency & Accountability
City Hall works best when residents know what's being decided and who's influencing it. Emily fights for every Oceanside resident, regardless of age, language, or income. Not the developers. Not the well-connected. You.

Decisions Coming to City Hall
Affordability for Real People
- Sales tax measure: Exhaust every other funding option before asking working families to pay one of the county's highest sales tax rates, and show us where every dollar goes.
- Tax and fee review: Review the tax and fee structure for regressive impacts that hurt working families inequitably.
- Housing follow-through: Nearly 5,000 people sit on a frozen Section 8 waitlist; every promised affordable unit and shelter bed must be delivered on schedule.
Community Care & Safety
- Wildfire preparedness: D2 is the city's most fire-prone district, and our readiness has to match the risk.
- Traffic and safe streets: Growth has outpaced our roads; we need traffic calming, safer crossings, and more walkable and bikeable streets.
- Community spaces: Invest in parks, markets, and free places to gather so neighbors can build trust.
Smart Growth & Sustainability
- Developer accountability: Lennar Homes, the developer responsible for North River Farms, is a year behind on the widening the College Blvd bridge as promised; no more approvals without enforcement.
- Morro Hills and open space: Revive the Morro Hills Community Plan and protect the farmland and wild spaces that make D2 unique.
- Pier and coast: Rebuild the pier right and on schedule, and shape RE:BEACH with real community input.
Transparency & Accountability
- General Plan and Climate Action Plan: Passed in July; now it's time for public tracking, genuine input, and accountability for delivering what was promised.
- Lennar Homes and the North River Farms project: 128 conditions of approval were issued. The Transparency and Accountability Task Force will review each and every one for compliance. Developers will no longer be given a pass when they are late or totally abandon their commitments to our community.
- Where the money goes: Open the books so residents can see where funding comes from and how it's spent.
